China Plans to Complete National Blockchain Network by 2030

China plans to complete the main construction work on a national blockchain network by 2030 as part of the country’s digital infrastructure. The project involves building a central backbone network, connecting regional nodes, and expanding the use of blockchain technology across various sectors of the economy.
The objectives for developing the country’s digital infrastructure were established by China’s Central Cyberspace Affairs Commission in its national digitalization plan for 2026–2030. The document outlines the country’s main digital development priorities for the next 5 years, including blockchain infrastructure construction, artificial intelligence development, and preparations for the commercial deployment of sixth-generation (6G) mobile networks.
Under the plan, authorities intend to accelerate construction of the central blockchain backbone network and connect regional nodes. They also plan to develop foundational services for decentralized digital identity. The national network is expected to serve as the technological foundation for infrastructure supporting digital interactions and value transfers.
The plan also emphasizes practical applications of blockchain technology. Authorities intend to expand its use in maritime shipping, freight transportation, trade, public administration, and taxation. The technology will also support economic reforms and efforts to reduce carbon emissions.
Specific blockchain applications are planned for 4 major economic regions of China:
Beijing-Tianjin-Hebei region: Development of blockchain solutions for airport infrastructure and smart logistics;
Yangtze River Delta: Expanded use of blockchain technology in trade and finance;
Chengdu-Chongqing region: Broader adoption of blockchain solutions in trade, industry, and agriculture;
Guangdong-Hong Kong-Macao region: Accelerated implementation of innovative blockchain solutions.
Beyond building the national network, China plans to develop blockchain products that can compete internationally and improve the industry’s technical standards. The plan also calls for expanding the use of blockchain solutions and privacy-preserving computing technologies to enable secure data exchange and trading.
In April 2026, blockchain solutions and secure multiparty computation (MPC) technologies were integrated into a system connecting Chinese tax authorities and banks. The initiative aimed to improve small businesses’ access to financing by enhancing data security and transaction transparency. Meanwhile, a large-scale initiative bringing together the country’s research community to develop blockchain solutions and train industry specialists was launched back in 2023.
