FCA Clarifies Rules for the U.K.'s New Cryptoasset Regime

The Financial Conduct Authority (FCA), the U.K. financial regulator, clarified how new legislation will apply to different types of cryptoasset activities and when firms will need authorization from the regulator.

The FCA published guidance to help crypto firms prepare for the industry’s new regulatory regime. The document is intended to help market participants determine their regulatory status in advance and prepare for the U.K. authorization process.

The guidance covers the following cryptoasset activities:

  • safeguarding cryptoassets;
  • providing staking services;
  • operating digital asset trading platforms;
  • issuing stablecoins that meet regulatory requirements;
  • dealing in cryptoassets and arranging cryptoasset transactions.

The new U.K. crypto regulatory regime will take effect on October 25, 2027. However, the FCA will begin accepting authorization applications on September 30, 2026.

The guidance marked another step in preparing the U.K. crypto market for the transition to a comprehensive regulatory framework. In June 2026, the FCA finalized the core rules and accompanying guidance for the new regulatory regime.

The U.K. government also introduced several targeted legislative changes, including limited exemptions from the general requirements and additional clarification for certain technical service providers. The FCA said these changes won’t affect most crypto firms, so market participants can already use the published guidance to prepare their authorization applications.

David Geale, Executive Director of Payments and Digital Finance at the FCA, said the regulator aims to build a regulatory regime that firms, consumers, and international partners can trust. He said the guidance provides businesses with the clarity they need to understand how the future requirements will apply.

The FCA will continue refining the guidance. In October 2026, the regulator plans to consult on targeted updates to reflect the latest legislative changes. It also offers pre-application discussions with firms and holds dedicated webinars to help businesses prepare.

In June 2025, tGBP, the first British pound-backed stablecoin, launched in the FCA regulatory sandbox. By December, the regulator had identified developing and finalizing rules for stablecoins denominated in the national currency as a key priority for 2026.
