Georgia Uses Blockchain Technology for Government Registries

The Ministry of Justice of Georgia signed a memorandum of cooperation with the Hedera blockchain platform to introduce decentralized solutions into the public sector and increase the transparency of public registries.

The Ministry of Justice of Georgia and Hedera entered into an agreement aimed at modernizing government services through the adoption of decentralized technologies. The project involves using distributed ledger technology (DLT) to secure data and strengthen trust in governmental processes.

During a meeting between the Minister of Justice Paata Salia and representatives of Hedera, the parties discussed the possibility of migrating data from the National Agency of Public Registry (NAPR) to a blockchain. This move is expected to enhance the protection of property rights by ensuring the immutability of records and increasing transparency in real estate and property registration transactions.

One of the key topics discussed was real estate tokenization — the process of converting physical assets into digital ones, enabling streamlined property rights circulation and more efficient asset management. Hedera representatives were also shown the smart contract deployment service already integrated into NAPR’s infrastructure, along with plans for its further development.

The next step will be the creation of joint working groups consisting of specialists from the Ministry of Justice and the National Agency of Public Registry. These teams will handle the practical implementation of the agreement and develop mechanisms for integrating Hedera’s blockchain technologies into Georgia’s governmental systems.

Since 2023, the National Bank of Georgia (NBG) has been testing a central bank digital currency (CBDC) in a controlled environment with the participation of nine technology companies, the key one being Ripple.
