U.K. Selects Six Banks for Pilot Tokenized Government Bond Issuance

The U.K. government appointed six financial institutions as lead managers for the first issuance of a tokenized digital government bond. The pilot issuance of the distributed ledger technology (DLT) based instrument is scheduled to take place by the end of Q1 2027.

The U.K. Treasury completed the selection process for lead managers for the pilot issuance of the Digital Gilt Instrument (DIGIT), the U.K.’s first government bond to be issued in digitally native form. Barclays, HSBC, Lloyds, Morgan Stanley, NatWest, and RBC Capital Markets will participate in the project.

The selected institutions will perform the standard functions of lead managers in a government debt issuance. Their responsibilities will include underwriting, engaging with prospective investors, and allocating the bonds on the issuance date. The banks’ appointment allows the government to move to the investor engagement stage.

DIGIT will serve as an experiment in applying distributed ledger technology across different stages of a sovereign bond’s life cycle, from issuance to subsequent transactions involving the instrument.

The pilot project has 2 main objectives:

  1. Test the use of DLT in the U.K. government debt issuance process.

  2. Support the development of U.K. distributed ledger infrastructure and broader adoption of the technology across the country’s financial market.

DIGIT will be a short-term, fully digital bond. It will be issued on the HSBC Orion blockchain platform, which operates within the U.K.’s regulatory sandbox for digital securities, the Digital Securities Sandbox (DSS). The experiment won’t form part of the U.K.’s core government debt management program.

Economic Secretary to the Treasury Lucy Rigby said digitalization is one of the key requirements for making the U.K. a global hub for digital assets. She said the appointment of the lead managers marked an important step in preparations for the bond’s issuance in early 2027.

Infrastructure for DIGIT is being developed in stages. In February 2026, HSBC was selected as the project’s distributed ledger technology provider. In July, HSBC and London Stock Exchange Group (LSEG) signed a memorandum of understanding to establish a two-way connection between their digital securities depository systems.

The six lead managers were selected through a competitive process based on predefined objective criteria. According to the U.K. government, combining the banks’ experience in sovereign debt issuance and digital markets should help test the new infrastructure under conditions that closely resemble an actual government securities issuance.

The DIGIT project is part of a broader program to digitalize the U.K.’s wholesale financial market. Authorities expect the project to test the practical use of distributed ledgers, create conditions for developing the relevant domestic infrastructure, and maintain London’s competitiveness as other global financial centers adopt similar technologies.
