The Brazilian government is introducing a new National Identity Card (Carteira de Identidade Nacional, or CIN) that uses blockchain to enable secure data exchange between the Federal Revenue of Brazil (RFB) and the Civil Identification Authorities (OIC).

Brazilian Authorities Introduce Web3 IDs

Residents of the Brazilian states of Goiás, Rio de Janeiro, and Paraná will be the first to receive digital identification documents issued on the public blockchain network by Serpro, Brazil’s national data processing service. Starting November 6, 2023, all other states in the country will be required to use the new standards.

According to a government decree dated February 23, 2022, all agencies issuing IDs will be required to use the new CIN standards. The initiative aims to improve the security and reliability of digital identification of Brazilian citizens and facilitate access to public services.

Alexandre Amorim, President of Serpro, said the CIN started to be issued last July on the b-Cadastros blockchain platform, allowing for a high degree of identity protection and fraud prevention. 

The digital document contains the necessary security features, such as a QR code and an automated scanning area. In addition to the physical version on paper or polycarbonate, the document is also available in digital form through the Gov.br app.

Rogério Mascarenhas, Secretary of Digital Government of the Ministry of Management and Innovation in Public Services (MGI), emphasized that the personal tax number (CPF) will be used as the national registration number for the CIN. This means that citizens will be able to obtain a digital ID regardless of residency.

Since October, digital IDs based on blockchain became available to residents of the capital of Argentina, Buenos Aires.
