Virtual documents in a blockchain network will first be used in the state’s workflow on par with the traditional analog form.
The Romanian National Institute for Research & Development in Informatics (ICI Bucharest) has announced plans to create a state NFT platform and a decentralized domain name system (DNS and TLD) based on the scalable and carbon-negative blockchain Elrond Network.
The state NFT platform will be implemented as the core tool of the National System of Issuers and Digital Assets. The service will allow creating, storing and processing in NFT blockchain-based format such documents as:
- birth certificates;
- driver’s licenses;
- property title documents, etc.
Once the platform is launched, the workflow will be carried out in a new and traditional format. Eventually, it is planned to extend the system to all spheres of state registration, complete it with a decentralized identification service, and completely get rid of paper documents in the public administration system.
ICI Bucharest has been operating since 1970 and is the foremost Romanian research institute in information technology. It controls the Romanian National Domain Name Registry, which in cooperation with Elrond Network, will be the basis for a new decentralized domain name registration system (DNS and TLD).
This is the first such initiative to introduce Web 3.0 services at the governmental level in the European Union. At the same time, the European Central Bank (ECB) said it would develop and test the digital euro (CBDC) for the EU members in 2023.
